Dr. Levy graduated from Temple University, Philadelphia, Pennsylvania, with a Bachelor of Arts in 1967, received his degree as an osteopathic physician from the Des Moines University-College of Osteopathic Medicine in 1971, and completed his Master of Business Administration in healthcare with honors at Our Lady of the Lake University, San Antonio, Texas in 2001. He is board certified in pediatrics and addiction medicine and is a Fellow of both the American College of Osteopathic Pediatricians and the American Academy of Pediatrics.

Dr. Levy worked in private pediatric practice for 38 years with the exception of a three-year appointment as Chairman of the Department of Pediatrics at the Chicago College of Osteopathic Medicine in Chicago, Illinois. He was the Associate Medical Director for the Cook Children’s Health Plan in Fort Worth, Texas, and then became a medical director for Aetna Better Health, Texas. He left Aetna to practice telemedicine with First Stop Health and later transitioned to a medical director position with Health Care Service Corporation (HCSC-BCBS). In May 2019, Dr. Levy became the medical director for the Texas STAR Kids program at UnitedHealthcare.

Dr. Levy volunteers with the Texas Osteopathic Medical Association Physician Health and Rehabilitation Committee, which monitors impaired osteopathic physicians under medical board restrictions in Texas. He has served as the Chairman of the Continuing Education Committee for the American College of Osteopathic Pediatricians and as Co-chair of an American Academy of Pediatrics’ Future of Pediatrics Conference. He has lectured at many national, state and local medical conferences and has also taught on attention deficit/hyperactivity disorder for Shire Pharmaceuticals, Novartis Pharmaceuticals Corporation and Shionogi Pharma, Inc.

In accordance with the Accreditation Council for Continuing Medical Education's (ACCME) Standards for Integrity and Independence in Accredited Continuing Education, OptumHealth Education (OHE) requires all those in control of educational content to disclose their financial relationships with ineligible companies within the prior 24 months.
