Driving Health Equity Through Technology & Service Innovation
Despite the essential role that new technological health care innovations, such as telehealth, continue to play in providing continuity of health care service delivery, inequities in accessing and/or utilizing this technology among certain populations, including low-income individuals and communities of color, have been highlighted with increased use of these services and platforms. These inequities continue to challenge health care payers and providers to develop solutions that enable underserved patients to access the technology necessary to connect with essential health care services. This activity will explore how existing health care technology innovations can improve health equity for underserved patients and will examine the changing landscape of provider coverage and reimbursement. It will discuss anticipated solutions for vulnerable individuals (including Medicare and Medicaid dual-eligible individuals) and examine why certain telehealth programs have failed in the past. New approaches to benefit coverage for telehealth-related expenses will also be discussed, along with the future trends and essential elements associated with shifting to quality value-based care that can lead to improved patient satisfaction and outcomes, reduced health care costs and increased levels of health equity.

This activity is designed to meet the educational needs of counselors, educators, nurses, nurse practitioners, pharmacists, pharmacy technicians, PAs, physicians, psychologists, social workers, therapists and other health care providers (HCPs) who have an interest in learning how health care technology innovations can improve health equity for underserved patients.
At the end of this educational activity, participants should be able to:
- Describe telehealth marketing failures, as well as existing opportunities for innovation in serving Medicare and Medicaid dual-eligible individuals.
- Identify new approaches to benefit coverage determination for emerging models of technology.
- Review trends and future directions in telehealth coverage and discuss supporting evidence.
- Recognize the foundational elements that are necessary to shift to value-based payments.

About the presenter
Dr. Andrey Ostrovsky is the Managing Partner at Social Innovation Ventures where he invests in and advises companies and non-profits dedicated to eliminating disparities. He also advises federal and state regulators on how to incorporate human-centered design into policy making. He previously operated a series of methadone clinics in Baltimore, Maryland. Prior to working on the front line of the opioid use disorder crisis, he served as the Chief Medical Officer for the Center for Medicaid and CHIP Services, the nation's largest health insurer, where he advocated to protect the program against several legislative efforts to dismantle the program. He also led efforts to streamline Medicaid and make it more customer-centric. Before leading the Medicaid program, he co-founded a software company called Care at Hand, an evidence-based predictive analytics platform that used insights of non-medical staff to prevent aging people from being hospitalized. Care at Hand was acquired in 2016 by Mindoula Health. Before Care at Hand, Dr. Ostrovsky led teams at the World Health Organization, the United States Senate and the San Francisco Health Department working to strengthen health systems. Dr. Ostrovsky has served on several boards and committees dedicated to behavioral health, interoperability standards, quality measurement and home- and community-based services including the National Academies of Medicine, National Quality Forum, Institute for Healthcare Improvement and the Commonwealth Fund.
Dr. Ostrovsky holds a Medical Doctorate and undergraduate degrees in Chemistry and Psychology Magna cum Laude from Boston University, and he is a member of Phi Beta Kappa. He completed his pediatrics residency training in the Boston Combined Residency Program at Boston Medical Center and Boston Children's Hospital where he was a clinical instructor at Harvard Medical School. He is currently a teaching faculty member and an attending physician at Children's National Medical Center.
